Panshanger Football Club Constitution

The organisation will be known as Welwyn Garden City - Panshanger Football Club (subsequently referred to as The Club)

Subject to demand, the Club will run two streams of teams - Panshanger Whites and Panshanger Yellows

The main purpose of the Club will be to provide football training and competitive matches to children in the Welwyn Garden City area up to the under 18 age group as defined by the Football Association

The "Welwyn Garden City area" is defined in the Club rules, as is access to players from outside of that area.

The Club will affiliate to the Hertfordshire F.A. (or its successor bodies ) and will participate in organised football league and cup competitions in the Welwyn Garden City area

The Club will be based at the Moneyhole Lane Playing Fields until and unless
i) The Club decides, at a specially convened meeting, to relocate or
ii) The Welwyn Hatfield Council, which owns the facility, requires the Club to move

The financial and structural strength of the Club will be overseen by the Moneyhole Lane Committee. The Moneyhole Lane Committee will be comprised of members of the Management Committee and a Financial Advisor.

The Moneyhole Lane Committee will be responsible for all non - football costs e.g. insurance, rent etc.

All footballing aspects of the club will be run by a Management Committee comprising the Chair, Vice Chair, Treasurer, Whites Secretary, Yellows Secretary and any such other posts as may be deemed appropriate.

Teams will be run by a manager approved by the Management Committee and registered with the appropriate League.

Managers will notify the Management Committee of any volunteers who assist with the running of teams

All Committee members and team mangers will be volunteers and will be subject to CRB (or its successor bodies) and other appropriate child protection checks.

All Committee members and team managers will be entitled to claim defined expenses such as the payment of referees' fees.

The club will be open to all children in the Welwyn Garden City area, although some limitation on participation may be imposed by the finite nature of the changing, training and playing facilities.

Initial application for membership of the Club will be open to all, a pre-determined level of footballing excellence will not be a membership criteria

If demand for places exceeds supply, membership will be on a first come, first served basis.

Club activity will take place in the evenings, at weekends and in school holidays but the Club will recognise that if a playing member has a clash with a school extra-curricula activity then his/her priority will be with the school based event.

Membership will provide access to indoor and outdoor training facilities, friendly matches and competitive League and Cup games. Members may also be invited to represent the Club in competitions external to the normal League and Cup competitions.

The primary source of funding will be players subscriptions

A secondary source of funding will be team sponsorship.

In neither case will the Club seek Gift Aid status for these sources of funding

Should the Club receive gifts or endowments then the Club will investigate the possibility of Gift Aid status for these gifts or endowments

Subscriptions will be set annually at the AGM and will seek to
i) attain a break even budget
ii) be at a level that safeguards broad social inclusion

All surplus income or profits will be re-invested in the Club. No surpluses or assets will be distributed to members or third parties.
Constitution and Rule Changes

The Club will be dissolved at an AGM or EGM if:
i) there are insufficient volunteers to continue in safe and appropriate manner
ii) it becomes financially insolvent
iii) there is a decision at the AGM or an EGM under the conditions set out in the Club rules to dissolve the Club

In the event of dissolution the Club will use any net assets to repay any unspent grant from a grant making body, such as the Football Foundation, where this was a condition of the original grant.

In the event of dissolution, any net assets will be distributed to CASC registered youth football organisations in the Welwyn Garden City area
